I think this came from a British sitcom. In any case, it's Daniel Radcliffe, the kid who plays Harry Potter. And it's a tad naughty--though nothing worse than PG-13.

I love how, as if to rub it in that This is the kid who plays Harry Potter!!, he's got a red and yellow scarf and glasses. *snort*
