Here's the email I got from Tri-met. They responded fast. I may include it in my letter.

I checked with our Finance Department and unfortunately we are not able to
issue a receipt for the purchases you made from the Ticket Vending Machine.
when this question has come up before the recommendation that is offered to
customers is to take a printed TRIMET material that shows the cost of a pass
or to access the TRIMET website that lists pass prices to show to the
employer. That along with presenting the past has been sufficient for other
customers in your situation. Finance also advises other customers to
purchase their pass from the TRIMET office in Pioneer Square or from one of
our outlet locations, Fred Meyer or Safeway if a receipt is needed for
reimbursement purposes.
