He should probably just buy a new wheel for now. He can always sell it later or just have a spare wheel! It's certainly true that repair places are backed up to hell and back, although you might call around...the last few rainy days might have reduced their workload.
Can't you go on rides without him? Shawn and I go on different rides/ride without each other all the time.
